Summary0020471: Travis builds should always build docbook
Description

Currently, docbook build is only triggered if there have been changes to one of the manuals.

This causes Travis to report a successful build if a commit breaks the docbook, then a subsequent commit that does not update it passes the build, which is incorrect.

Details Diff		 Travis: always build docbooks

This ensures the builds remain broken if the docbook build fails and a
subsequent commit not affecting the docbook is successful.
