Summary0029942: Graphs in Summary Page cannot be displayed
Description

After upgrading to 2.25.3 from 2.25.2 Graphs tab under Summary page stopped working.
In the browser console, it says that the page calls for https://cdnjs.cloudflare.com/ajax/libs/moment.js/2.29.2/moment-with-locales.min.js which is not accessible.

Steps To Reproduce
  1. Have the MantisBT 2.25.3 is installed.
  2. Install Mantis Graphs Plug-In.
  3. Try to display Graphs tab under Summary

Please see the attached screenshot.

Also checked with CloudFlare CDN. 2.29.1 and 2.29.3 is online but 2.29.2 returns blank.
