Summary	0004222: Should mantis_project_category_table.user_id be UNSIGNED?
Description	If the user_id field in the mantis_project_category_table refers to user_id in Mantis_user_table, shouldn't the type be UNSIGNED so they match? Likely not a problem unless some has LOTS of users though.
