Summary0004405: Setting threshold for custom field administration is broken
Description

"$g_manage_custom_fields_threshold" does not seem to have any effect on the manage custom fields link. The link is not avialable whether set to REPORTER, DEVELOPER or MANAGER.

However when administration the manage custom field link is avialable.

Only Administrators can see the link button (html_api:print_manage_menu).
