Summary	0008738: Could not create bug if project have not categorys and g_default_bug_category is empty
Description	Mantis do always checks if the category field is empty also if there is no category in a project. We have a lot of project where we don't need category so they are almost empty in our database. To prevent this, there should be a check "bug_api.php" on line 381 if there is a category.
