Summary0009208: Several actions on bug update page lead into System Warning and App. Error
Description

I noticed upon testing 1.1.2-SVN that several action on the bug update page lead into the following error:

"SYSTEM WARNING: Missing argument 2 for access_has_bug_level(), called in /usr/share/mantis/www/core/email_api.php on line 1058 and defined"

there is also an App. Warning issued:
"APPLICATION ERROR #1100 Issue 0 not found"

Issue 0 is not the issue that is acted upon. This happens at least when changing any value on the bug update page (solution, fixed in.. etc.), when assigning issues and on re-opening issues. It seems that the actions happen anyway.

Steps To Reproduce
  1. Pick an issue
  2. Assign an issue to someone

or

  1. Pick a resolved issue
  2. Try to reopen it

etc.

Details Diff		 Fix for Bug 0009208 introduced by fix for Bug 0009184.
Changed fix for 9184 to match fix for trunk ( http://mantisbt.svn.sourceforge.net/viewvc/mantisbt?view=rev&revision=5185 ) and remove the
error introduced by 9208. Also ported the fix found in http://mantisbt.svn.sourceforge.net/viewvc/mantisbt?view=rev&revision=5303
which removed a bug introduced by the original trunk fix
