Changed charset to windows-1252 for english and german language. Other languages should be changed as well if apropriate.

This is a workaround for a bug in Internet Explorer 6. The problem is that if charset=iso-8859-1 is specified and you enter special characters in a text field, the first input in that form is not passed as POST variable.
