• Fixed a problem where bug view status was set to 0, if the current user does not have access to change it in the posting form.

M core/filter_api.php

• Remove an extra check that is not needed. The check "status is public or (status is private AND current user is reporter)" is now changed to "status is public OR current user is reporter"
