  • use category_ensure_exists()
  • take an optional parameter of another category to move bugs over to
    (category_delete_all): rename to category_remove_all()
    (category_remove_all): renamed from category_delete_all() and use
    project_ensure_exists()

• manage_proj_cat_delete.php: remove error triggering when category doesn't
  exist. category_remove() will do this for us.

• core/project_api.php
  (project_delete): synch with new funciton name: category_remove_all()
