  (string_process_bug_link): check if the bug exists before getting its description

Thanks to Michael Kunze (michael.kunze@chaos-inc.de) for catching this bug and Andre Eisenbach andre@eisenbach.com for tracking down the problem.

I am rewriting this to use a simpler regex so we can get away from the evaluating code stuff but I thought I'd commit the simple fix so we had it to revert back to at some point if desired. Expect another commit shortly.
