break up page footer stuff so the login page doesn't display the menu

• core/html_api.php
  (print_page_bot_1a): new function does most of what print_page_bot_1() used to do
  (print_page_bot_1): print out the menu if necessary and then call print_page_bot_1a()
  (print_page_footer): remove menu printing code
