• Added the following check to admin_check in case of Windows and remove
  the static contents relating to the fact that they are not available under Windows.
  $g_validate_email = OFF?
  $g_check_mx_record = OFF?
• Some clean up + XHTML compliance changes. This file needs to be verified
  by an XHTML checker.
