cleanup of user preference stuff to support per-project prefs (no UI for it, just API support) and to use a UserPreferences class as a c-struct equivalent to hold all the individual preferences.

Not all existing pages have been moved over to use the UserPreferences object yet

And, yes, Ken thought the object was the best solution!! Amazing, isn't it? He must have been having an off day <grin, duck and run>
