  (g_stop_on_errors): new config option to control whether to ignore page redirects when an error is handled
• error_api.php
  (error_handler):
  • just display the error string for E_USER_NOTICE
  • don't display the original page on fatal errors unless there were previous non-fatal errors
    (error_handled): new function that returns true if an error has been handled on this page
• helper_api.php
  (debug): new function that generates a NOTICE for the debug string so it is displayed (as long as you have NOTICE display enabled with $g_display_notices)
• html_api
  (print_meta_redirect): don't redirect if an error has been handled on this page and $g_display_notices is ON
• print_api
  (print_header_redirect): don't redirect if an error has been handled on this page and $g_display_notices is ON
