• Added a missing space in a query in news_api.php
• Some cleanup in bug_close.php / bug_api.php.
• Changed bug_close() to fail if the bug was already closed.
• Changed bug_close() to update the timestamp associated with the bug (if no bugnote was supplied).
  (same problem needs to be solved in bug resolve).
