Created build script that allows building release tarballs.
--docbook will automatically build guides into the tarball's doc/ directory
--version allows setting the tarball name
--suffix allows setting the version suffix in config_defaults_inc and the tarball

Based on createpackage.sh but in Python and not reliant on source control.
