Added a script to automate building docbook manuals for Mantis.
Expects the first parameter as a path to SVN checkout of mantisbt/docbook.
Expects the second paramater as a path to a the install directory (/var/www/whatever.)
Any parameters after that are preferred manual languages (builds all aotherwise)
Results in a tree of <installpath>/<lang>/<manual>
