Revert "Changed require_once to required_api for bug_api.php"

This reverts commit adb0b8181c776a787dbb6386d7bcc74555507419.

This commit fixed a problem that was introduced by the erronous commit
63db6ac834136b76ee3f1a8eaa0e126161350233. As this erronous commit is
being removed, this patch is no longer needed.
