Add explicit check for ALL_PROJECTS in filter

Provide a shortcut in filter_get_included_projects() to return
ALL_PROJECTS if that value is found directly, or indirectly, in the
filter.
A parameter can be set to explicitly expand ALL_PROJECTS if required.
