Time tracking: sort times by user name

Based on code from PR https://github.com/mantisbt/mantisbt/pull/1674.

Original contribution was modified as follows :

  • perform case insensitive comparison
  • call user_get_name() instead of user_get_username(), to have the
    correct sort order when $g_show_realname = ON
  • also apply sorting on list by issues
