Improve documentation for notify flags

Until now $g_default_notify_flags and $g_notify_flags complex config
structure and possible values were documented under the former, with the
latter referring to the other.

This splits documentation, putting the relevant bits in the appropriate
PHPDoc block, and adds @see tags so they reference each other.

Admin Guide has been updated accordingly.
