New error_output() function

Extracting the code that displays the error message from our standard
error_handler() into a new function.

This is a preliminary refactoring, required to shift from our current
usage of trigger_error() with E_USER_ERROR, which has been deprecated in
PHP 8.4.

For now it just prints the Exception's message (not localized).
