test_langs.php: add link to TranslateWiki.net API

The TranslateWiki.net API could be used to dynamically retrieve the list
of plugins translated there, instead of using a hardcoded list.

This is not really worth the effort to implement today as the list is
quite static, but a reference in the PHPDoc block may be useful if we
decide to do it in the future.
