Summary	0010669: Document localization process in Developers manual
Description	In the developers manual we go through the steps to get setup with got to contribute patches / code to MantisBT. It would be great if we have a similar section about contributing to localization. This can have references / links to further details on TranslateWiki, same way the devs one refers to resources relating to git. http://docs.mantisbt.org/master/en/developers/
