Summary	0010805: Required on Close is ignored
Description	I have a custom field (Type = List) that is only displayed on the Closing Issues screen. I have also selected Required On Close (see screenshot). The problem is, that people are able to close the issue without selecting a value from the list.
Steps To Reproduce	Create custom field of type list select only Display when Closing Required on Close Link to project raise issue close issue - on close screen do not select value but click close button
