Summary	0011249: Summary showing up when it shouldn't or not showing when it should
Description	When selecting all-projects with user with manager profile, the summary field is showing up. It is possible to select it and get reports. The user is only assigned developer role on a number of projects. When the project filter is used to select only one project, a message is given that there is no access. It seems to me that if no single project has summary rights, then there should not be a summary menu or the summary menu should yield in a no access error.
Steps To Reproduce	Create a user. Give manager profile. Create a project and a depending project and assign user a developer role in both. Create a third project but do not assign the user to it. Log-in with the user, select summary and then change project filter to 'all-projects' to a single project.
