Summary	0011409: After uploading project documentation, it is available only to administrators.
Description	version 1.2rc2 When using project documentation, the following users are able to upload documents: developers, managers & administrators. When accesing the project documentation, only administrators get the list of documents, all other get an empty list, like nothing is there. Projects in my mantis installation are being handled as private, still assigned users, developers and up shall be able to browse the documentation.
