Summary0011881: Custom field required when reporting issue after upgrade
Description

I have a custom field assigned to a project with the following attributes:

Type: Enumeration
Valus: NO|YES
Default: NO
Read Access: viewer
Write Access: Manager
Display when updating: Ticked
The rest is unticked.

After an upgrade from 1.1.0 to 1.2.1 on reporting a new issue (userlevel of manager) the custom field is not displayed and an error message is displayed saying that a required field (the custom field) was not completed when the issue is submitted.
