Summary	0012346: manage_proj_edit_page.php - control access to each management section independently
Description	I want to delegate management of user access and categories to my midlevel managers. However I do not want to allow editing of project details because I enforce disk space policies by putting every project's attachments (upload method DISK) into a unique directory so I can see how much space each project is using.

I've gone to a lot of trouble to hide the Versions and Profiles because we use this as a general task tracker, but this is one place I still can't get the software-specific stuff to disappear yet.
