Summary	0012564: Ability to add notes to readonly issues
Description	It would be nice if Mantis could be configured so that users with access below $g_update_readonly_bug_threshold, could actually add a bugnote to a read-only issue. A new Threshold should be defined for this purpose, e.g. g_add_bugnote_readonly_bug_threshold
