Summary0013234: Can't report issue when no project selected
Description

When I add new user to the system and then I add him to one project as a 'reporter' and I don't change 'default project' from 'All projects' to another one, he doesn't see the 'project switch' box above the menu bar and 'report issue' in the menu bar. His default project is 'All projects'.
After he switch 'default project' in 'my account->preferences', the 'report issue' becomes visible in the menubar.
The projects select box is still not visible.

Steps To Reproduce

Add user, add him as a reporter to ONE project.
