Description

When you edit a note, the "Last Updated" field is not updated to account for the change.

Steps To Reproduce
  1. Make an issue, add a note to it, record the current value of the "Last Updated" field.
  2. After a few minutes, edit the note; the "Last Updated" field does not change.
