When moving an issue to another project, attachments where missing/not moved

Steps To Reproduce

You have different projects with different upload file path.
e.g. Prj1 -> files/prj1, Prj2 -> files/prj2

You have an issue e.g. in Prj1 with attachments (stored in files/prj1/xxxxxx)
Then you move the issue to prj2. Now the attachments aren't showable, because the attachments were still in files/prj1 instead of files/prj2
