Summary	0016044: Excluding higher access levels from workflow transitions
Description	Is there anyway to limit the access level to a single role only. For example, right now the access level for status "Closed" is set to "reporter". But this allow any role higher than reporter to have access. Anyway to limit it to only reporter? because we would like to only allow reporter to be the only one to closed issue. Thanks.
