Summary	0017276: Allow the ability to block specific domains from registering users within Mantis
Description	We currently implement $g_limit_email_domains to allow a user specify that users should only be allowed to create accounts from a specific set of domains. Whilst this may be useful in an internal environment to ensure that users use their work email addresses and that confidential information is not leaked to a public email address, for internet use of Mantis the ability to 'block' specific domains would seem more appropriate.
Additional Information	Implementation of a $g_blocked_email_domains global variable to behave the same way as $g_limit_email_domains would allow for this functionality.
