Summary	0019730: Email assignment notification preferences on controls NO_USER -> USER
Description	The users can configure preferences about when to be notified or not. If a user unchecked the email notifications when a bug is updated and checks the notifications for the assignment case, the following happens: They will get notified when the issue is assigned for the first time, i.e. change from NO_USER to PersonX. They won't get notified when the issue is re-assigned to a different person, i.e. change from PersonX to PersonY. The reason is that the second case is handled as an issue update rather than an assignment.
