Summary	0021151: Developers not able to see their own Time Tracking report
Description	0 Time or Blanks (in Notes) show when a logged in Developer goes to run the Time Tracking report. Changing the g_time_tracking_view_threshold value to DEVELOPER, from MANAGER, allows them to see everyone's Time not just their own. Logged on Developers need to be able to see their own time reported against issues.
