The manage menu can be hidden while user still has access to operations that are under the Manage menu.

Example Core Feature:

• Manage Tags which can be accessible to users of access level "REPORTER" for example.

Example Plugin Features:

• Manage Snippets for managing global snippets.
• Import CSV - for importing issues from CSV.

We probably should have a model to filter what options is available and if there is at least one, we show up the menu option, otherwise we hide it.
