Summary	0021305: Don't allow deletion of users with associated data
Description	We should block administrators from deleting users that have associated data and have the account disabled instead. This will avoid having administrators by mistake lose history data. Often administrators realize this problem after it is too late. We shouldn't delete users if: They have reported issues. They are assigned issues. They have notes. They have history events. They have plugin data - i.e. plugin blocks delete action.
