Summary	0022358: "Notify of new user created" view does not reflect the correct value of notify_new_user_created_threshold_min
Description	I need to notify only managers and another group of users, but not administrators, when a new user is created. for this I have followed the admin user guide. I set up the array of access levels but the display in the "configuration report" is wrong; It shows all users being notified for a new user being created. the error seems to be in the function get_capability_row of "adm_permissions_report.php"
