Use Case
I've create a new access level SOFTWARE_ENGINEER,
define ('SOFTWARE_ENGINEER', DEVELOPER+2).

Now I have 'Software engineers' and 'developers', all working on same projects but need to achieve this

1. DUE DATE can be setted only by 'Software engineers' => ok, this can be configured using standard MantisBT features.

2. Developers can assign BUGS only to developers

3. Software engineers can assign BUGS to: Developers, Software engineers.

As far as i know about MantisBT this is not possible.

I've given a look to function project_get_all_user_rows(), and seems this is the place to change.

I'm going to start a customization, but it will be great if someone on dev team can give a look to this and may be pointing me to an existent option.
