Summary	0025496: Finding non-monitored issues
Description	Sometimes you want to see what issues you are not monitoring, so an ability to filter based on what you're not monitoring would help. In particular I personally use monitoring as a very simple roadmap feature - if I monitor something, it's on the roadmap. I therefore like to regularly come back and review what maybe I should be including. I implemented this functionality into our tracker, but it's a bit of a hack the way I did it, the Mantis code wasn't designed for it0.

I haven't analyzed your use case, but probably that can be implemented more cleanly with a plugin that provides a customized filter search.
