Summary	0026090: user access level below "Viewer", (e.g. "External") to hide public projects if not assigned as user
Description	i would like to add users that can only see and choose projects where they are assigned as user. public projects should not be shown. therefore, i added such an access level below "Viewer" and a test user assigned to it, but it does not work as expected. all activities are forbidden (thats ok), but public projects and its issues are shown anyway. is there a way to suppress it? (the only other solution i see is to set all projects to private, but thats not so good as new (internal) users need to be assigned to all projects manually then)
