Summary0037131: Move "Show sticky issues" to bottom of filters
Description

As it's not a filter setting, we should move "Show Sticky Issues" to the settings section where we have "Show", "Sort by", ...

For that, the settings sections would have to be re-arranged, so that the values are displayed in a separate row (see screenshot).

As a side note, shouldn't the label be something like Separate Sticky Issues or Sticky issues on top instead of "Show Sticky Issues"?
