Summary0003761: summary page displays private projects to everyone
Description

I'm using Mantis for beta testing. The projects are all private, and should not be visible to anyone who was not given explicit access. But anyone can create an account, sign in, click summary, and see a list of all the projects we have in beta testing. As a workaround, I changed the threshold for viewing the summary to manager.
