Summary	0004349: Ability to resolve as duplicate for users below g_update_bug_status_threshold
Description	As common rule, Updater haven't rights to change status to g_bug_resolved_status_threshold But if updater will be able resolve duplicates, it can save time for handling real issues
Additional Information	It's possible to allow trusted updaters change to "resolved" status, but from my POV it's not elegant and error-free solution
