Summary0004587: Incorrect "Assign To" in case of resolving issue not by developer
Description

On resolving stage Assing To field auto-filled with login of person, which perform such opearation, and it's nice.
But Mantis can be configured to allow perform this task not only by developers, but any category below it. If this case assigning to low-level person is bad idea, access level must be checked before assignment

Steps To Reproduce

Allow updater modify statuses, enable switch issue to "resolved", resolve issue as updater
