This allows the administrator to easily access current users, rather than having to locate them through the list of users below. For example, the administrator is more likely to want to edit recently added users compared to the ones who have been in the system for a while. Also this will make it consistent with the names listed in the list of users shown in the body of the page (under ALL, A, B, ...etc).
