When an issue is in a state other than "assigned", using the "Change Status To:" button presents bug_change_status_page.php which provides the opportunity to add a note to the issue. But when the "Assign To:" button is used, no similar page is presented.

Often if user A assigns an issue to user B, he/she will want to add a note to the issue saying why he/she is reassigning the issue. If the issue was already "assigned" to user A, this requires a two step process to assign the issue and add the note.

I would like to see a page similar to bug_change_status_page.php that could be presented when an issue is assigned.
