I created a fresh account to replace administrator, marked it 'protected', and the verification would then not work. I tried resetting password, etc. I had deleted the administrator account, so I became locked out. I had to hack into the database and set protected to 0 and I was finally able to get in. If protected accounts can't be verified, don't offer the checkbox on the new user screen. It would also be nice to be able to set a user's password in manage users screen...
